David Chelmick Management Services (DCMS) - Expert Witness
As disputes progress then court and arbitration proceedings are involved. David Chelmick acts as a quantum expert in construction and engineering services matters.
David Chelmick has acted as an expert witness since the 1980s. He regularly gives evidence as a quantum expert in construction disputes and, in 2005, HHJ Toulmin said this about him (in Catlin Estates v Carter Jonas [2005] EWHC 2315 (TCC)):
“I commend the work of the Quantity Surveyors Mr David Chelmick for the Claimants and Mr XXX for the Defendants. They were able, after very considerable work, to agree the costings of the various alternatives depending on my findings of fact. This was a very considerable achievement and it meant that they did not need to give oral evidence.”
